This weekend, starting on Saturday, June 1, Dubai will implement a ban on single-use bags — including both plastic and paper.
Announced by Dubai Municipality, the initiative encompasses all single-use bags under 57 micrometers thick. It applies not only to plastic but also paper and biodegradable bags. This action follows the initial prohibition on single-use plastic bags, which took effect on January 1, 2024. It’s important to highlight that certain bag types, such as those for bread, vegetables, and garbage, remain exempt from the ban.

This ban on single-use materials is an essential part of Dubai’s wider environmental plan and follows after efficient initiatives implemented in other UAE regions.
Which bags are encompassed by the ban?
The ban on single-use bags encompasses the plastic bags announced in January 2024, as well as all subsequent types of bags thinner than 57 micrometers starting from June 2024.
- Plastic bags
- Paper bags
- Bags less than 57 micrometers thick
- Bags made of biodegradable vegetable materials
- Biodegradable bags
Biodegradable bags are also included in the ban because they require a specific recycling plant for proper disposal. If left in landfills, they do not degrade entirely, leaving behind microplastics. These microplastics can be consumed by animals, ultimately entering the food chain and potentially being consumed by humans.
Exemptions
Bags that are 58 micrometres (0.058mm) thick, or more, are not included in the ban.
Other exemptions include:
- bread bags
- bin liners
- wrapping bags for vegetables, meat and fish
- laundry bags
- electronic device bags
- grain bags
- bags used for products packaged online
- Garbage bags of different sizes and types
Journey Towards a Plastic-Free Future
The authority has outlined the phased implementation of the policy as follows:
Starting June 1, 2024, Dubai will enforce a complete ban on single-use bags, including paper, biodegradable, and recycled plastic varieties, and will cease charging the 25 fils fee for bag purchases at retail counters.
Effective January 1, 2025, the ban will extend to plastic stirrers, styrofoam food containers, plastic table covers, plastic cotton swabs, plastic straws, and single-use styrofoam cups.
Commencing January 1, 2026, a ban will be enforced on single-use plastic cups and lids, single-use plastic cutlery, plastic food containers, and plastic plates.
What are the penalties?
Violators will be subject to a fine of Dh200. If the same violation occurs within one year, the penalty will be doubled, with a maximum of Dh2,000.
