These important E-scooter Dubai rules are crucial for e-scooter riders to protect themselves and others on the road. Dubai Police recently issued a safety warning, reporting five fatalities and 32 incidents involving e-scooters and bicycles in the past eight months.
Dubai Police disclosed these figures on Tuesday, October 24, along with the total fines issued to electric bicycles and e-scooters during this time, which amounted to 10,031.
E-scooters are popular for being affordable and easy to ride, but breaking the rules can lead to fines, losing your e-scooter, or, in severe cases, accidents causing injuries or even death.

Is a permit required for e-scooter use in Dubai?
Dubai’s Roads and Transport Authority (RTA) allows individuals with a valid driving license to ride e-scooters without the need for a separate e-scooter permit. It is important to have your driving license with you while using the electric scooter and be prepared to present it to a police officer upon request.
If you don’t have a driver’s license, you’ll need to request an e-scooter permit.

Applying for an e-scooter permit in Dubai: What’s the process?
Step 1: Please fill in the application form
Visit Dubai Roads and Transport Authority (RTA) Services (https://www.rta.ae/wps/portal/rta/ae/home/rta-services/service-details?serviceId=14371872) and Click on “Apply Now” button.
Afterward, you’ll see two choices:
I have valid Emirates ID
Visitor
If you are a resident, please enter your Emirates ID number and its expiry date.
Once you’ve provided your Emirates ID details, enter your mobile number. You’ll receive a one-time password (OTP) via SMS on your registered mobile number. Please input the OTP within five minutes, as it will expire after that time.
Once you’ve registered for the permit, enter your email address and choose your preferred language: English or Arabic.
The application form is now complete, and you will be redirected to an online theory lecture.
If you are a visitor, the steps for the application process are identical, with the sole difference being that you should select ‘visitor’ and provide your passport details and an active mobile number within the UAE.
Step 2: Please ensure that you complete the online theory course
The online theory lectures cover 10 topics, which include technical specifications and standards for scooters, user responsibilities, and the permissible scooter usage areas.
The course also provides instruction on traffic signs, particularly those that are relevant to e-scooter users. After you have finished all 10 lectures, you can proceed to the next stage.
Step 3: Now, proceed to take the test
Once you’ve finished the 10 online lectures, you can take the theory test online. The test is expected to take around 20 minutes, as per the RTA guidelines. To pass the test, you must achieve a minimum score of 75 percent.
Step 4: After passing the test, you will receive your e-scooter permit
As per information from the RTA call center at 800 9090, following the successful completion of the online theory test, you will be issued an electronic e-scooter license permit through the RTA website. Once you have obtained the permit, it is essential to download and store it on your mobile device.
